A Phase I Environmental Site Assessment is commonly conducted for the purchase or refinance of a commercial/industrial/multi-tenant property. The purpose of a Phase I ESA is designed to provide an objective, independent professional opinion of the potential environmental risks, if any, associated with the subject property.
A Phase I ESA is a non-invasive environmental assessment of a commercial, industrial, agricultural or multi-tenant residential property.
A regulatory records search of ASTM standards and supplemental databases is conducted for the site. The regulatory search involves researching a series of EPA and state databases for facilities that are located within a specified distance from the subject property. The information is summarized to provide a general knowledge of the reasonably ascertainable information to help determine if further environmental investigation is warranted; a Phase I Environmental Site Assessment. In addition to the EPA database search results, a site distance map, property photograph and aerial photograph are included within the report.
A Phase II Subsurface Investigation is commonly conducted when the Phase I Environmental Site Assessment uncovers potential environmental liabilities on the subject property. The purpose of the Phase II is to develop and carry out a site-specific sampling and analysis plan, which can determine the nature and the extent of contamination through field testing and laboratory analysis. Site investigations include soil and groundwater analysis and dependent upon past and current business operations, a vapor intrusion study could also be conducted to verify that indoor air quality has not been negatively impacted and affect human health due to underlying contamination.
A Transaction Screen Report is conducted in order to obtain information from the current owner of the property regarding past and current site operations and knowledge of past and/or present environmental conditions have occurred at the property. A site visit is conducted and an EPA database search is included within the report along with an Environmental User Questionnaire, which is completed by the current owner of the property.
Site remediation is commonly conducted when results of the Phase II Subsurface Investigation show levels of contamination above state acceptance. The purpose of the remediation is the removal of contaminated media; soil and/or groundwater. Remediation is overseen by the state, which provides regulatory requirements and guidance. Objective is to clean up the site to acceptable requirements and receive a No Further Remediation letter from the state environmental agency.
A Limited Environmental Assessment (LEA) consists of a site visit where various environmental conditions are looked for at the site, such as but not including; Underground Storage Tanks (USTs), Aboveground Storage Tanks (ASTs), hazardous materials, medical/biological wastes, microbial contamination (mold), suspect asbestos building materials and lead based paint.
